Vikas Dubey was a historical Indian gangster who went into hiding after 8 policemen were killed while trying to arrest Dubey in Kanpur, Uttar Pradesh. He had at least five dozen cases of murder, extortion, kidnapping and other violent crimes. He was arrested on 9 July 2020 from Ujjain in Madhya Pradesh. He was later killed while trying to escape from police custody on the morning of 10 July 2020 on his way from Ujjain to Kanpur in Madhya Pradesh, Uttar Pradesh.

Vikas Dubey was born on Saturday, December 26, 1964 (age 55 at the time of death) at village Bikru, Chaubepur block, Kanpur. He was prone to criminal activities at a very young age. While still a teenager, he formed his own gang and began criminal activities such as kidnapping, robbery and even murder. Vikas soon became one of the most infamous criminals in Kanpur, Uttar Pradesh.

In 1995, he started dating Richa Dubey (aka Sonu), who was the sister of Kanpur’s Shastri Nagar criminal Raju Khular. After meeting Richa, Vikas married her.

Vika had two sons. His elder son is pursuing MBBS from an English college, while his younger son is pursuing high school from a private school in Kanpur, Uttar Pradesh.

Vikas Dubey started his criminal activities in his youth with land grabs and petty robberies. His first notable crime dates back to 1990, when he attacked several men in the neighboring village of Diba Niwada. According to reports, he attacked these men in revenge for insulting his father. The first case against Vikas Dubey was registered in 1993 for robbery and criminal intimidation at the Shivli police station in Kanpur. In 2000, he killed Siddheshwar Pandey, the assistant manager of Inter College, located in Kanpur’s Shivli area. It was the first time his name was published for murder. On October 12, 2001, Dubey assassinated BJP leader and then state minister Santosh Shukla inside the police station premises. After killing Shukla, Dubey emerged as one of the most feared gangsters in the area. Although he surrendered in 2002, he was later acquitted. In 2004, his name appeared in the murder of cable businessman Dinesh Dubey. More than 60 FIRs were registered against Vikas Dubey at Chaubeypur police station in Kanpur. He was also charged under the Gunda Act and was arrested by the UP STF in 2017 and sent to jail. In 2018, he tried to kill his cousin, Anurag Dubey. Later, Anurag’s wife filed an FIR against Vikas. In August 2019, Vikas was arrested by the police for threatening officials in connection with a road tender.

Political patronage

Caste issue always played a big role to save Vikas as he belonged to a village with quite a lot of Brahmins and the politicians always demanded Dubey’s release even after he was arrested many times. Initially, he was patronized by the then MLA of his area, Nekchandra Pandey. Later, he became a close associate of BJP’s Harikishan Srivastava. Vikas also became a beast for Harikishan Srivastava. In 1996, Shrivastava joined the BSP and he also made Vikas a member of the party. It is said that it never mattered whose government was there in Uttar Pradesh, Vikas Dubey always found an ally in every government. According to reports, it was the BSP that gave him political patronage most of the time. According to reports, he has also been trying to become an active member of the BJP for a long time and was also planning to contest the 2022 Uttar Pradesh Assembly elections. He is said to have had a stronghold in the Shivli district of Kanpur and also in neighboring districts, and the three neighboring villages often had village headmen (pradhans) from the Dubey family. He was also elected as a member of Dubey Zilla Panchayat once. He won the Nagar Panchayat elections from Shivrajpur while in jail. His wife Richa Dubey has also contested various local body elections in Uttar Pradesh and is a life member of the Samajwadi Party.

July 2020 Bikru Encounter

On 3 July 2020, eight policemen, including a Deputy Superintendent of Police (DSP), three sub-inspectors and four constables were killed by Vikas Dubey and his men during a post-midnight operation in Bikru village, where a UP police team had gone to nab Vikas Dubey. According to sources, about 100 bullets were fired at the police party from the rooftops. According to UP DGP HC Awasthi, the way the criminals placed the tillers in the passage of the police party and the use of rooftop guns indicated that the criminals had information about the police raid. Following the death of eight policemen in the Bikru encounter, Chaubeypur Station House Officer (SHO) Vinay Tiwari and thrashing in-charge K.K. The policemen who lost their lives in the operation include: Circle Officer, Bilhaur, Devendra Mishra, Shivrajpur Station House Officer Mahesh Chandra Yadav, Head of Police Mandan Anoop Kumar Singh, Sub-Inspector Nebu Lal, Constables Sultan Singh, Rahul, Bablu and Jitendra.

After the 3rd July incident, Vikas Dubey was on the run and after a long hideout with the police, he was arrested near the Mahakali Temple in Ujjain on 9th July 2020. According to reports, after the arrest, he shouted –

I am Vikas Dubey, Kanpur Wala”

The bounty was revised several times, initially IG Kanpur Mohit Agarwal announced a bounty of Rs 50,000 on his head, then gradually increased it to Rs. 1 lakh by ADG Kanpur Zone JN Singh and Rs. 2.5 lakh by UP DGP HC Awasthy. Later, the UP Home Department further recommended that the award be increased to Rs. 5 GEL.

Vikas Dubey was shot dead near Bhaunt in Kanpur. He later died during treatment at the hospital. According to UP Police, the incident took place when Dubey was brought to Uttar Pradesh after being arrested from Ujjain in Madhya Pradesh, Dubey took advantage of the escape when the car in which the accused and the policemen were traveling overturned near Bhaunty in Kanpur. Narrating the incident to a news channel, Kanpur SP Anil Kumar said:

Dubey was killed by police who fired in “self-defence” after a gangster took advantage of a road accident. Vikas Dubey tried to escape after grabbing the pistol from the injured policeman. The police surrounded him from all four sides and tried to surrender, but he shot at the police. The police fired two shots in self-defense [at Dubey] He was injured.”

According to police, Vika’s net worth was estimated in millions and he named most of his properties and assets in his wife’s name. Vikas Dubey’s considerable wealth came from brick kilns, schools and colleges, many of which were forcibly taken over by Dubey.

  • Reportedly, it was the Sunny Deol film Arjun Pandit (1999) that inspired Vikas Dubey to enter the world of crime. He was so inspired by Sunny Deol’s character in the film that he started referring to himself as ‘Pandit’.
  • Vikas Dubey’s house in his village Bikru was built like a fort. After the July 3 encounter, the police demolished his houses and another structure belonging to Vikas Dubey.   • After the brutal killing of eight policemen in Kanpur, Vikas Dubey’s mother Sarla Dubey said that Vikas should not be shown any mercy and should be shot wherever he is. She said,

    Maar dallo unko, jahan rahe maar dallo”.
