Pradyot Bikram Manikya Debarma is an Indian journalist, social activist, politician, businessman and titular ruler of Tripura belonging to the Mankya dynasty. He made headlines after he quit the Indian National Congress (INC) in 2019 and launched his own political party Tipra Motha Party (TMP) in 2021. In the 2023 Tripura Assembly polls, several media sources referred to him as a “reign maker”.

In July 2007, he founded a news magazine called The Northeast Today (TNT) and became its editor-in-chief. He later announced that TNT would stop printing news magazines and publish its content online. He resigned in 2020.

Following his father’s footsteps, Pradyot Bikram Manikya Debari joined the Indian National Congress (INC) and started participating in the INC’s election campaigns. From 2005 to 2010, he worked with the INC as the General Secretary of the Indian Youth Congress (IYC). In February 2015, he was appointed as the President of Tripura Pradesh Congress Committee (TPCC). In 2018, she campaigned extensively for her sister Kumari Pragya, who contested the 2019 Lok Sabha elections from Tripura East Lok Sabha constituency. Pradyot resigned from the Indian National Congress in September 2019. In an interview, Pradyot said that he resigned after the INC tried to force corrupt politicians to install high positions in the INC in Tripura. He also accused senior INC leaders of ignoring the state’s demands. Several sources reported that he has filed a petition in a Tripura court seeking implementation of the NRC, which has not gone down well with senior Congress leaders. Speaking about this, he said:

I resigned from all positions in Congress a few days ago. The high command of the party asked me to compromise with some of the state leaders, but I told them that it was impossible. Then they asked me to withdraw the complaint that I had filed to introduce NRC (National Register of Citizens) in Tripura, but I also refused.”

In 2019, Pradyot founded a social movement organization called Tipraha Indigenous Progressive Regional Alliance (TIPRA) to protest against the implementation of the Citizenship (Amendment) Act (CAA) in Tripura. Through the organization, he demanded the repeal of CAA and implementation of NRC in the state. On 5 February 2021, he converted TIPRA into a political party and named it Tipra Motha Party (TMP).

Later, Pradyot announced that the TMP would contest the Tripura Tribal Areas Autonomous District Council (TTAADC) elections and ally with the Indigenous Nationalist Party of Tripura (INPT).

In April 2021, Pradyot contested and won the TTAADC elections from the Thakarjala-Jampuyala constituency, which is reserved for a Scheduled Tribe (ST) candidate in Tripura, managing to secure 13,164 votes. His party won 16 of the 28 seats, while the INPT won two seats. On 11 June 2021, indigenous parties like Indigenous Nationalist Party of Tripura (INPT), Tipraland State Party (TSP) and IPFT (Tipraha) merged into TMP. Ahead of the 2023 assembly polls in Tripura, Pradyoti claimed that he had been approached by many national parties to form an alliance. However, he rejected their offer and said he was ready to join hands only if the political parties declared in writing that after coming to power they welcome the creation of Greater Tipraland, a separate state for the indigenous Tripuri people from the tribal areas of Tripura state. He also claimed that he was offered money and a high position in the state government to form an alliance with political parties. Speaking about this, he said:

In the 2023 Tripura State Assembly, TIPRA has fielded candidates in 42 out of 60 constituencies; However, Pradiot did not participate in the elections. Later, several media sources reported that Pradyoti will retire from politics after the 2023 Tripura assembly elections. He later dropped the reports.

Social activism

Pradyoti also served as the chairman of a non-governmental organization (NGO) called the Royal Tripura Foundation. The foundation runs the Maharaja Kirit Bikram Memorial School, which provides education to poor children living in the tribal areas of Tripura. The foundation provides not only health services, but also sports promotion. It also teaches the tribal people about nature conservation methods.

A claim to Great Tipperary

Soon after entering politics, Pradyot began calling for the formation of Greater Tipraland, a separate state for the indigenous Tripuris carved out of the state of Tripura. Pradyoti said she realized that people in Tripura were marginalized based on their ethnicity after the police arrested her sister, Kumari Pragya, without a warrant or any evidence in 1996. He said about this in an interview:

It was February 25, 1996 and 1:30 a.m. I remember the date because I was watching the Champions League (football match). There was a knock on the door and my chowkidaar (security guard) informed me. [me] that there are some armed men at the gate. Turns out they were the police who arrested my sister without a warrant or any evidence, just because of her nationality. It was the first time I felt a sharp awareness of my ethnicity.”

For demanding a separate state, Pradyot was often accused of fomenting communalism among Tripuris and non-Tripuris, especially among Bengalis living in Tripura. However, Pradyot has often defended himself by saying that his demands are legal as they fall under the provisions of the Indian Constitution. Many politicians have argued that his demand is impractical as it involves ceding parts of Assam and several other northeastern states. However, Pradyot scorned the claims and said he did not want to lay claim to any state’s territory. Speaking about it in an interview, he said:

Nobody wants one hundred and one inches. Mizoram and Arunachal, I think, want one inch of Assam. Meghalaya wants Assamese pie. Not me. It is not like the demands of the Nagas who want parts of Manipur and Burma. I have educated people in my party and I would never say anything that goes beyond the limits of our constitution.”

In 2018, Pradyot Bikram Manikia Debi Barma courted controversy after she slapped a boy accused of attacking Kumari Pragya’s convoy in Tulasikhar in Khowai district while she was campaigning for the 2019 Lok Sabha elections. Pradyoti, along with his supporters, entered the police station and slapped the boy while he was being questioned at the Khowai police station. Later, the police registered an FIR against Pradyot and sent a notice. The police spokesperson said in the interview.

We will issue a notice within two days to Tripura Pradesh Congress President Deb Barman under Section 41 A of Cr Pc to appear before an investigator. According to the Supreme Court’s recent order, the police cannot arrest Debbie Barman without completing the investigation. We are investigating this matter according to the law.”

Pradiot later said that if an arrest warrant is issued against him, he will go to jail and will not apply for anticipatory bail. Speaking about this, he said:

If they (the police) want to put me in jail, let them do it. I will not seek anticipatory bail from the court.
