Career
In the 1980s, before joining politics, Pawan worked as a journalist. In 1989, Pawan joined the youth wing of the Indian National Congress. However, in 1991, he left the Congress Party after the assassination of former Indian Prime Minister Rajiv Gandhi. Later, Pawan was heavily inspired by the political philosophy of Indian politician Sheila Dikshit, who served three consecutive terms in 1998, 2003 and 2008 as the longest serving former Chief Minister of Delhi. Consequently, in 1998, the Indian National Congress rejoined Pawan. Working as Sheela’s personal secretary, Pawan learned about the workings of politics. In 2013, Sheila Dikshit lost the Delhi Legislative Assembly elections to the Bharatiya Janata Party (BJP) and thus Pawan’s term as secretary came to an end. Since 2015, Pawan has appeared on various television news channels to represent the Congress party in various debates and political discussions. Ahead of the 2019 Lok Sabha elections, Pawan was appointed as the convener of the party’s poll committee. In 2021, Pawan was appointed as the National Spokesperson of the Indian National Congress. Pawan, known for his vocal skills, has often publicly criticized the policies and political decisions of the Bharatiya Janata Party. On 18 June 2022, Pawan was elected as the Chairman of the Media and Publicity Department of the Indian Congress Committee (AICC).

Arrested for mocking Indian Prime Minister Narendra Modi
On 23 February 2023, Pawan was arrested by the Assam Police from the Indira Gandhi International Airport, New Delhi, after an FIR was filed against him for making offensive remarks about Indian Prime Minister Narendra Modi at a press conference in New Delhi. The conference was called by the Joint Parliamentary Committee (JPC) seeking an inquiry against industrialist Goutam Adani and the Adani Group in their alleged nexus in stock manipulation. During the meeting, when Narendra Modi was accused of supporting Gautam Adani, he referred to Narendra Modi as “Narendra Gautamda Modi” instead of “Narendra Damodarda Modi” where the middle name is his father. She said,
If Narasimha Rao can form the JPC (Joint Parliamentary Committee), if Atal Bihari Vajpayee can form the JPC, then what is the problem with Narendra Gautam Das… sorry to bother you… Modi?
Accordingly, on 15 February 2023, Samuel Changsan, a member of the Bharatiya Janata Party, filed an FIR against Pawan Khera at Haflong Police Station, Dima Hasao, under IPC sections 120 B (criminal conspiracy), 153 A, 153 B (153 B (1,0) etc. defamation), 504 (intentional insult provoking breach of peace) for the purpose of harm) and 505 (1) (2) (statements that promote public evil). Apart from this, complaints have also been registered against Pawan in Uttar Pradesh. Pawan, who had disembarked from IndiGo flight 6E 204, was to attend the All India Congress Committee (AICC) plenary meeting in Raipur, Chhattisgarh. On 17 February 2023, Pawan posted on Twitter that he had confused the Prime Minister’s middle name, saying:
I was really confused whether it was Damodar Das or Gautam Das…”
On 23 February 2023, when Pawan was asked to leave the plane, his supporters gathered and staged a protest at the Indira Gandhi International Airport, New Delhi, raising slogans in his support: “Modi Teri Kabar Khudegi”. Speaking to reporters, Pawan apologized for his mistake and called the incident a “slip of the tongue”. Talking about how he was asked to leave the flight, Pawan said:
They said they wanted to see my luggage. I told him that I have nothing but a bag. When I got off the plane I was told I could not leave and the DCP would come. I don’t know why they are stopping me.”

Narendra Modi referred to as ‘father of hypocrisy’
On 15 February 2023, Pawan Khera referred to Narendra Modi as the father of hypocrisy after the Income Tax Department raided the British Broadcasting Company (BBC) offices in Delhi and Mumbai. The surprise raid reportedly came after the BBC aired a two-part documentary, India: The Modi Question, about Narendra Modi’s political career, his alleged involvement in the 2002 Gujarat riots and his relationship with India’s Muslim minority. The documentary was banned by the Indian government, calling it “hostile propaganda and anti-India rubbish”. Snippets of videos shared by users were blocked from multiple social media platforms, including YouTube and Twitter. In an interview, Pawan said that Modi was trying to suppress the freedom of the media to come out with the truth about the Prime Minister, saying:
PM Modi received several awards from foreign entities and made them public. But when some foreign entities criticized it, they dismissed it or called it “anti-national”. When Prime Minister Modi exposes the past to the BBC, he uses the investigative agencies as his “front organizations” to crack down on the international media outlet. This year it will be India’s turn to host the G20, which is a big event and “What image of India will Modi ji present to the world with this raid? With the slogan of “Mother of Democracy” he himself became “Father of Hypocrisy”.
