On 4 July 2022, he assumed the post of Cabinet Minister for School Education in the Government of Punjab.

At the age of 23, Harjot was the founding president of the Aam Aadmi Party in Punjab. During the 2013 Delhi Assembly elections, Harjot Singh informally headed a small team tasked with managing the Hari Nagar and Tilak Nagar segments, which were later won by the party. After emerging as the single largest party in Delhi and forming the government in 2013, the party started establishing its roots in Punjab. In May-June 2013, Harjot Singh Bains became the founder of the Aam Aadmi Party in the state of Punjab. After the 2014 Lok Sabha elections, Bains was appointed as the youth wing chief of the Aam Aadmi Party in Punjab. Speaking about this in an interview, Harjot Singh said:

I was glad that I was given a specific task to gain the support of young people, which turned out to be the main thing for our party.”

Sharanjit Singh Dhillon of Shiromani Akali Dal won the election. Soon he became the spokesperson of the Aam Aadmi Party and a member of the AAP National Executive.

2022 Punjab Assembly Elections

Harjot Singh Bains contested the 2022 Punjab Legislative Assembly Elections from Anandpur Sahib Assembly Constituency on Aam Aadmi Party ticket.

He won the election over Kanwarpal Singh Rana of the Indian National Congress by 45,780 votes. The party won a majority in Punjab in the 2022 Punjab Legislative Assembly elections by winning 92 of the 117 seats and Bhagwant Mani was sworn in as the Chief Minister of Punjab on 16 March 2022.

After the Aam Aadmi Party came to power in Punjab in 2022, Bains was inducted into Mani’s cabinet. He was sworn in as a Cabinet Minister on 19 March 2023 at the Guru Nanak Devi Auditorium of the Panjab Raj Bhavan in Chandigarh.

He was entrusted with four departments, namely –

Under the leadership of the Ministry of Prisons, in May 2022, Harjot Singh announced that prison wardens would be held accountable for the illegal use of mobile phones by inmates in prison premises. A month later, Bains announced that after the AAP government came to power in Punjab, around 1,000 mobile phones were seized from Punjab jails. Harjot also said that the government was making continuous efforts to modernize prisons and around 1,000 prison wardens had been hired to fill vacant positions. He also worked to convert prisons into true ‘sudhar garbs’ (correctional institutions).

Bains also claimed that during his tenure as Prisons Minister, expensive facilities were not provided for certain high-profile prisoners, as had been done in previous governments. Under the Ministry of Mines, Harjot Singh Bains introduced stricter regulations for mining. Several regulations have been enacted to deal with the sand mafia in the Punjab region. After about three-and-a-half months in the post, Bains was stripped of both portfolios in a cabinet reshuffle and given the Ministry of Higher Education and School Education.

In February 2023, Harjot Singh organized a one-day orientation workshop at the Punjab School Education Board Auditorium for Secondary Education Officers to discuss ways to increase enrollment in government schools during the new academic session. A show cause notice was issued to the officers who did not stay in the workshop.

Harjot Singh Bains has been a part of many social movements since his college days. At the age of 18, he founded the Pan-Punjab United Youth Organization to promote social welfare. In 2011, he actively participated in the India Against Corruption movement in the Punjab region. In 2016, Harjot Singh Bains led the 15-day Nava Punjab March against drug abuse in Punjab. About 300 kilometers (190 miles) long, the march started from Sridan in Fatehgarh Sahib district and ended at Hussainiwala border in Ferozepur district.
