Pratima Betsy Coutinho, better known as Pratima Coutinho, is an Indian politician and lawyer. He is the former president of Goa Pradesh Mahila Congress Committee. Since January 2022, he is the Vice President and Spokesperson of Aam Aadmi Party Goa.

Pratima Coutinho was born in 1974 (age 48; as of 2022) in Margao, Goa. He graduated from the Faculty of Law. While in college, Pratima was the president of the college’s cultural association.

Pratima Coutinho is married to Savio Hugo Coutinho, a politician, civil engineer and LIC agent. Savio is associated with the AITC party. The couple has a son named Pratam Coutinho. They also have a daughter named Sacha Coutinho.

Career
At the age of 18, Pratima joined the Youth Congress by paying a membership fee of Re. 1. At that time Vijay Sardesai was the President of GPYC. At the age of 20, Pratima was appointed General Secretary of GPYC. Soon after he graduated from law school, Coutinho became the chairman of the legal cell of the Goa Congress. This enabled him to interact with Youth Congress members from different states of India. He also represented Goa in various Youth Congress camps in cities like Hyderabad, Bangalore and Chennai.

During one such camp in Andhra Pradesh called ‘Aam Admi Ka Sipahi’, Pratima addressed the gathering and noticed Rahul Gandhi. His speech was very clear and concise. Rahul was so impressed by her speech that he immediately asked his party mates to nominate him as the vice president of GPYC. He then served the Youth Congress in various capacities before becoming the President of the Goa Pradesh Mahila Congress Committee. In March 2021, Pratima contested the Naveli Zilla Panchayat by-poll as the Indian National Congress candidate. He was defeated by independent candidate Edwin Cipro Cardoso.

After that he resigned. He announced his decision on Twitter. Pratima wrote,
I, Advocate Pratima Betsy Coutinho, hereby announce my resignation from the primary membership of the Indian National Congress, effective immediately.
After his resignation, the then Vice-President of the Goa Pradesh Mahila Congress Committee, Beena Shantaram, took his place.
In March 2021, Pratima joined the Aam Aadmi Party in the presence of its national convener Arvind Kejriwal. Welcoming him to the Aam Aadmi Party, Arvind Kejriwal tweeted,
Really excited to welcome one of Goa’s most dynamic young leaders Pratima Coutinho @adv_coutinho to AAP. Goa wants change, Goa wants young leaders like him to represent Goa Aam Aadmi.
Since 2022, he is the Vice President and Spokesperson of Aam Aadmi Party (Goa).

Pratima is also the former Deputy Mayor of Goa’s Margao Municipality. He also remained the ex-market chairman of MMC Goa.

- In 2014, Pratima was criticized by the media after her husband, Savio Coutinho, asked people to support Narendra Savaikar, the BJP’s candidate, in the April elections. However, Pratima later said that Savio has his own political ideology and has his roots in the Congress.
- In March 2021, after Pratima Coutinho resigned as Goa Pradesh Mahila Congress president and joined Aam Aadmi Party, Girish Chodankar, Goa state Congress president accused her of joining AAP for her selfish interests. According to him, Pratima committed political suicide by leaving the Congress. He said, “Pratima still did not understand the game of politics. In politics, two plus two does not equal four. If he went with AAP thinking that his votes and AAP’s votes will combine and he will win, that arithmetic doesn’t work in politics.
