Harish Dwivedi was born on Monday, 22 October 1973 (age 49; as of 2022) in Teliajot, Katia, Bastia district of Uttar Pradesh. He attended Kisan Inter College, Bastia. He pursued his MA in Political Science from Hiralal Ramniwa Postgraduate College – Khalilabad affiliated to Deen Dayal Upadhyay University Gorakhpur (1998). Before joining politics, he was an agriculturist.

Career
Harish Dwivedi began his political journey as a member of the Bharatiya Janata Party (BJP). He later became the BJP National Secretary. In 2021, he was appointed as the Co-Chief of Bihar BJP.
2012 Uttar Pradesh Legislative Assembly Elections
In 2012, he contested and lost the Basti Sadar Assembly seat. He is in third place with 32,121 votes; BSP candidate Jitendra Kumar won the seat.
2014 general elections
In 2014, he contested and won the Basti Lok Sabha seat, defeating SP candidate Brij Kishor Singh “Dimpal” by 33,562 votes. From September 1, 2014 to May 25, 2019, he was a member of the Standing Committee on Energy and the Advisory Committee of the Ministry of Coal. He was a member of the Standing Committee on Information Technology from 19 October 2016 to 31 August 2018 and a member of the Finance Committee from 1 September 2018 to 25 May 2019.
2019 general elections
In 2019, he contested and won the Basti Lok Sabha constituency seat, defeating BSP candidate Ram Prasad Chaudhary by 30,355 votes.
On September 13, 2019, he became a member of the Standing Committee on Energy. From October 9, 2019 to February 23, 2021, he worked as a member of the Petitions Committee. On October 9, 2019, he was appointed as a member of the Advisory Committee of the Ministry of Road Transport and Highways. On May 1, 2021, he became a member of the evaluation committee. On September 29, 2021, he became the Chairman of the Committee on Petitions and a member of the Committee on General Purposes.

Allegations of assault and intimidation
In 2022, an MP-MLA court issued an attachment warrant under Section 82 of the CrPC against Harish Dwivedi and his two brothers, Subhash Dubey and Bagish Dubey, in connection with the 2019 case. All three of them were declared abandoned by the court. According to reports, a case of assault and threat to life was registered against Dwivedi during the 2019 Lok Sabha elections. The case was initiated under Articles 323, 324, 504 and 506 of the Civil Code. Since the case involved an MP-MLA, it was being monitored by the High Court level. The court issued warrants for the attendance of the three defendants on July 22, August 10 and September 22, 2022, but they failed to appear on all three days.
Crushed a 2nd grader to death
In November 2022, Dwivedi sparked controversy when he crushed a nine-year-old boy named Abhishek Rajbhar under his SUV near a Hardiya petrol pump in Bastia area. On November 27, 2022, the police filed an FIR against the unidentified driver of the SUV on charges of causing death by negligence and rash driving or driving on a public road. Basti Superintendent of Police Ashish Srivastava assured that an investigation is underway. However, the victim’s father, Shatrughan Rajbhar, claimed that no action was taken by the police against Dwivedi or the driver, even though the MP and his SUV are clearly visible in the CCTV footage. The victim, Abhishek Rajbhar, was a student of Hardiya Primary School, studying in Class 2. After the accident, he was rushed to the district hospital and from there shifted to KGMU Trauma Center in Lucknow, but he succumbed to his injuries on the way.
