Dinesh is a Dalit. Previously known as untouchables, Dalits are the people belonging to the lowest stratum castes in India.

In 2017, he contested and won the Hastinapur Assembly seat. On 26 September 2021, he was appointed as the Minister of State for Jal Shakti, Government of Uttar Pradesh. In 2022, he was re-elected as MLA from Hastinapur Assembly constituency. On 19 July 2022, he tendered his resignation from the post of Jal Shakti Minister to home minister Amit Shah citing unfair treatment by officers at the ministry as he was a Dalit. However, after a long meeting with the CM of Uttar Pradesh Yogi Adityanath, he announced that he would continue on his post.
Accused of Illegally Occupying 600 bighas of land
During his tenure as the MLA of Hastinapur constituency, Dinesh was accused of threatening the SDO of the electricity department in Mawana after he claimed that the SDO collected illegal money. The SDO complained about Dinesh, but the police did not take any action against him. Later, an audio clip of Dinesh threatening the police went viral. In 2017, the national executive member of Nirmal Gangajan Abhiyan Samiti Shantikunj, Haridwar, Mahendra Giri, accused Dinesh and his brother of forcibly growing crops on banks of Ganga.
Threatening a Police Officer in Mawana
In August 2018, Dinesh Khatik approached the inspector of Mawana police station Munendra Pal Singh to appeal for the release of a prisoner whom Singh had arrested on the complaint of the prisoner’s wife. Khatik tried to intimidate Singh by saying that he would get him transferred to Ballia if he resisted the release. In the aftermath of the event, a video featuring Khatik went viral on the internet in which Khatik claimed that he would leave politics if he failed to get Singh transferred to Ballia.
Illicit occupying of land
Dinesh was alleged of illegally occupying the 600 bighas land in Hapur, Mirzapur village of Mawana, Meerut.
Resignation from the post of Jal Shakti Minister
In 2022, Dinesh attracted controversy when he wrote his resignation letter from the post of Jal Shakti Minister, and sent it straight to home minister Amit Shah. He said that the officers of his own department did not follow his order because he was a Dalit. In the letter, he wrote,
I have been appointed Minister of State in the Department of Jal Shakti under the leadership of Yogi Adityanath ji. No action is taken on any order nor any information is given to me, nor what schemes are currently operating in the department and what is happening on it etc. Because the Minister of State does not get any concrete information about the department.”
