Tauqir Raza Khan is an Indian politician from Uttar Pradesh and a religious leader of the Bareilvi sect of Sunni Muslims. He is the President of the Council of the political party Ittehad-e-Millat, which he founded in 2001. He is the grandson of Ahmed Raza Khan, who pioneered the Barelvi movement in South Asia in the 1870s and 1880s. Soon after the Muzaffar Nagar riots in 2013, Tauqeer Raza Khan resigned from the Ministry of Handicrafts of Uttar Pradesh. In 2016, he was criticized by religious leaders of his own sect for visiting Deoband, a city in Uttar Pradesh that is home to another religious sect of Muslims called Deoband. He went to Deoband to unite the Muslims of Bareilvi and Deobandi sects. The Muslim Personal Law Council of India (Jaded) was founded by Tauqeer Raza Khan after he severed his association with the All India Muslim Personal Law Council.

Ittehad-e-Millat Council, a political party in Uttar Pradesh, was founded by Tauqeer Raza Khan on 7 October 2001. In its first municipal elections, the party won ten seats and 36,000 votes. Tauqeer Raza Khan’s party entered into an alliance with the Indian National Congress in 2009, through which Praveen Singh Aron, the Congress candidate, won the general election, defeating his opponent Santosh Gangwar of the Bharatiya Janata Party. He supported the Samajwadi Party in the 2012 Uttar Pradesh Assembly elections. Shahzil Islam, an MP from Tauqeer Raza Khan’s party, won the election from Bhojipura constituency. He won with a large margin of votes from the Muslim community. Taukir Raza Khan has been appointed as the Vice Chairman of Uttar Pradesh Handloom Corporation. During his alliance with the Samajwadi Party, Taukir Raza Khan asked the then Uttar Pradesh Chief Minister Akhilesh Yadav to form a special committee to investigate the Muzaffar Nagar riots. In September 2014, Khan quit the Samajwadi Party and announced that his party would no longer support the Samajwadi Party. In 2014, Taukir Raza Khan entered into an alliance with the Bahujan Samaj Party.

All India Muslim Personal Law Council (Jadeed) (“Modern”)

In February 2015, Taukir Raza Khan formed an NGO called the All India Muslim Personal Law Board (Jaded) (“Modern”) for Barelvi Muslims in India. He accused Deoband board members of discrimination and formed his own separate legal council for Barelvi Muslims. In an interview with a media house, Khan said that Barelvi Muslims were suffocating under the AIMPLB. She said,

AIMPLB has lost all credibility as its two main constituents have drifted apart. We are now a new council. We used to feel suffocated.”

  • Tauqir Raza Khan courted controversy in 2007 after issuing a fatwa against Bangladeshi author Taslima Nasreen. In a fatwa, Taslima Nasreen was barred from entering India and a cash reward of five lakhs was announced for anyone who beheads Taslima Nasreen. Tauqir Raza Khan said in a press conference that Taslima Nasreen had written against Islamic practices and she should leave India and burn her books. he stated

  • In January 2022, Tauqeer Raza Khan claimed the status of “martyrs” for the terrorists who were killed on September 19, 2008 in the Batla House encounter. In an interview given at the media house, he said that in 2009, the Congress party had promised him to investigate the matter. She said,

    The Congress told me that they would investigate the Batla House meeting if their government is formed in 2009. If there had been an investigation, the world would have known that the dead should have been given martyr status as terrorists.

  • While addressing a program at the Social Integration Conference in Bareilly in 2017, Tauqeer Raza Khan mentioned a Hindu woman who had married five times and noted that the names of the fathers were not known to her children. Khan courted controversy when he criticized the law banning triple talaq as an Islamic practice, and he also opposed the implementation of the Uniform Civil Code in India. He concluded his statement by saying that there should be no interference of Hindus with Islam and vice versa.
  • Speaking to reporters in Moradabad in March 2023, he demanded action against those who demanded a “Hindu Rashtra”. He also said what will happen if Muslim youths start demanding a separate Muslim state. Moulana said

    Those who talk about the Hindu nation should be punished under the Sedition Act. If not, Hindu nation supporters will spread hatred and problems and Muslim community will start talking about Muslim nation. We will not allow this to happen.”

  • The Uttar Pradesh police arrested Taukir Raza Khan for his involvement in the 2010 Bareilly Hindu-Muslim clashes. The situation became more complicated when the Muslim Students’ Organization and the Barkat Educational Trust demanded his release, saying that the situation in the city would not return to normal until he was released from police custody. They said,

    He was arrested on the basis of a false complaint and they said that if he is not released, the city may not return to normal.”

  • In 2014, Tauqir Raza Khan criticized the Samajwadi Party for failing to protect Muslims in the state and soon quit the party after demanding a special inquiry into communal clashes. He blamed the then Uttar Pradesh Chief Minister Akhilesh Yadav for creating an anarchy-like situation in UP. In a press conference, Taukir Raza Khan said that Akhilesh Yadav has no control over the police and civil administration. She said,

    The people of Uttar Pradesh had high hopes from young Chief Minister Akhilesh Yadav – that he would usher in a new era in the state, but he has left people disappointed as he has no control over the police officers and the civil administration. This created an anarchy-like situation in the state. If the Chief Minister had the ability and experience to manage the administration, the situation in Muzaffarnagar would not have been so critical.”

  • In May 2016, the Special Cell of the Delhi Police arrested a boy in Deoband, Uttar Pradesh, on charges of terrorism. Shortly after the boy’s arrest, Tauqir Raza Khan went to meet the boy’s family at his home, where Khan’s rival Deoband sect originated. After that, in a public meeting at Darul Ulum Deoband, an educational institution, Tauqeer Raza Khan said that uniting Deoband and Barelvi was the only way to fight against the common enemy that was affecting Islamic practices in the country.

  • Nida Khan, daughter-in-law of Taukeer Raza Khan’s cousin, joined the Bhartiya Janata Party on 30 January 2022. On 18 February 2015, his nephew Shiran Raza Khan married Nida Khan. After five months of marriage, Nida Khan experienced an instant divorce from her husband and was forced by her husband to practice Nikah Halala. She opposed the practice of Nikah Halala and went to her parents’ house. Nida Khan is the founder of Ala Hazrat Helping Society, an NGO working for victims of triple talaq and Nikah Halala.
