Chandigarh University MMS scandal
On September 17, 2022, at the Chandigarh University Girls Hostel, a student accused another girl of recording her video while taking a bath. While she was bathing, the student found that the other girl (a first-year MBA student at the university) had placed a mobile phone in her bathroom. She was surprised to see him and immediately asked the accused girl about the phone. She then called other girls from the hostel and they started questioning the accused girl about the whole thing. Subsequently, a video of the girls from the shelter in which the accused girl was questioned by her roommates went viral on social networks. Initially, the accused girl said that she made her own video for her boyfriend. The girls then called their warden Rajwinder Kaur, and when the warden sternly questioned the accused girl about the same, she agreed that she made the girls’ videos. A video of it went viral on social media in which the accused girl is seen confessing that she made the video and sent it to her boyfriend Sunny Mehta from Shimla.
She then opened her WhatsApp chat in which a boy named Rankaj Verma was asking for videos of the girls.

The accused girl said that the boys were blackmailing her into making the videos. Later, she accepted that she used to make girls’ bathing videos for the past few months. Around 60 girls lived in the same shelter where the accused girl was staying, so it was assumed that she had made videos of around 60 girls. The principal then took the matter to the university administration team, and the administration filed a complaint against the girl at the Mohali Police Station under Section 354-C of the IPC and IT Act. As soon as the matter heated up at the university, the accused girl was locked in her room to save her from other students. Later, one of the students at the university said:
The hostel where the incident occurred was a boys’ hostel until the last session. This year, it was converted into a girls’ hostel when the admission of girls increased. No partitions were made in their bathroom because of Boys Hostel. The new student came here just a month ago and still the toilet area in the hostel bathroom was common. Due to this, they could not find out about the video that the accused girl was making. The girls claim that many of the videos were also filmed through cracks in bathroom doors. There is no CCTV etc. in this shelter, so it is almost impossible to verify all these claims.”
In the initial investigation, the Mohali police said that the girl did not do MMS and was sending a video to her boyfriend. Some of the girls said that initially, the guards asked them to close the matter. Later, one of the female victims received a threatening call from Canada on her WhatsApp number. The girl was abused and threatened during the call. Shortly after this, the protest intensified, and the no. of protesters increased to 5000. Some media outlets even claimed that some students committed suicide in the University hostel. However, at the press conference, the police officers denied such claims and said that the girls had some medical condition for which they were taken to an ambulance. Meanwhile, the Himachal Police began searching for the accused children Sunny Mehta and Rankaj Verma in Shimla. Soon Sunny was caught in Dhali, Shimla and Rankaj was arrested in Rohru, Shimla. After arresting them, the boys were handed over to the Punjab Police for further investigation. On the arrest, the Himachal Pradesh DGP said:
Punjab Police arrived at PS Rohru in Shimla. Defendant Sunny Mehta has been handed over to you. Zero tolerance for crimes against women. If any collateral evidence is presented to us, we will take action according to the law.”
Rankaj Verma
While speaking on the matter, Himachal Pradesh Chief Minister Jairam Thakur said:
I have ordered the police officers to work with the Punjab Police. The boy who viralized the videos, according to the information we have, is from Himachal. He will have legal action against him ”.
According to Mohali police, in questioning, Rankaj said that her photo was misused and that the WhatsApp account that the girl was showing in the video was fake. When Sunny Mehta was questioned, he said that he did not make any videos go viral. Later, the three defendants were presented in the Kharar Court, Mohali, Punjab, and the court remanded them for 7 days. A Special Investigation Team of 3 women was formed to investigate the matter. Initially, two videos were found on the accused girl’s mobile; the first was of her and the second was of another girl whose face was not visible. Then the university officials suspended 2 custodians and other custodians were changed overnight. The university announced university holidays from September 19, 2022 to September 24, 2022. Earlier, the university’s chancellor, Dr. RS Bawa, said:
The rumor that 60 problematic MMS from students were identified is completely incorrect. There is only one video of the defendant, as our investigation has shown. She hasn’t filmed anyone else on tape before.”
