Chandrakala was born on 27th September 1979 (age 40; as 2019) at Garjanapalli, Yellareddy Mandal, Karimnagar, Andhra Pradesh (now in Telangana). She was educated at Kendriya Vidyalaya, Ramagundam. Later, she moved to Hyderabad to continue her graduation. She obtained her BA in Geography from Koti Women’s University, Osmania University, Hyderabad. She furthermore, she did her Masters in Economics from Osmania University, Hyderabad through distance learning. Chandrakala headed the Andhra Pradesh Public Utilities Commission Group 1 Services and was appointed Deputy Registrar of Cooperative Societies. She prepared and sat for the Civil Services exam with the help of her husband and got rank 409 on her fourth try.

Chandrakala was born into a Hindu family, Banjara tribe (Recorded tribe) of B. Kishan and B. Lakshmi. His father is a retired Senior Technician from Fertilizer Corporation of India, Ramagundam and his mother is a businesswoman. Chandrakala is the third son of his parents. He has an older brother, B. Raghuveer, who works as a technical officer in the DLRL organization and a younger brother, B. Mahaveer, who is a banker at the State Bank of India in Ramagundam, Karimnagar. He also has an older sister, B. Meena, who works in the beauty industry.
Chandrakala married A Ramulu, an executive engineer for the Ramsagar Project, while in her second year of undergrad. The couple is blessed with a daughter, Kirthi Chandra.

Career
After qualifying for the civil services exam, Chandrakala became an IAS Officer of UP Cadre in 2008. She was appointed Allahabad Development Director in 2009. Later in 2010, Chandrakala became Allahabad SDM. She was appointed as the District Magistrate of Hamirpur (2012), Mathura (2014), Dulandshahr (2015) and Bijnor (2016). She also served as Meerut District Magistrate in 2016. She became the second District Magistrate for Mathura District after Anita Meshram.
In March 2017, Chadrakala held the post of Director of Swachh Bharat Mission, New Delhi and the post of Deputy Secretary of the Ministry of Drinking Water and Sanitation. During this time, she was appointed as Sadwi Niranjan Jyoti’s personal secretary. In 2017, she was selected as the “Special Secretary” of Madhyamik Siksha Vibhag. She is an active member and internet phenomenon of social networking sites and has a huge fan following. She has a huge fan base on social networking sites. In 2017, a video of her yelling at UP officials and contractors over the damage to newly built roads went viral. She is known as the most honest and hardworking official in the media.
