Vijay Kumar Sinha is an Indian politician and a member of the Bharatiya Janata Party (BJP). He was elected MLA from Lakhisarai in 2005, 2010, 2015, and 2020. He held the position of Speaker in the Bihar Legislative Assembly from 2020 to 2022. He stepped down from this role after a no-confidence motion was moved against him by the then-ruling Mahagathbandhan. He has served as Leader of the Opposition Bihar Legislative Assembly (2022-2024) and Minister of Labour Resources Government of Bihar (2017-2020). He started serving as one of Bihar’s Deputy Chief Ministers in 2024, along with Samrat Choudhary sharing the role, under the leadership of Nitish Kumar as the Chief Minister.

Vijay Kumar Sinha was born on Monday, 5 June 1967 (age 56 years; as of 2023) in Tilakpur, Chanan Lakhisarai, Bihar, his maternal grandparents’ village. His zodiac sign is Gemini. His family hails from Badpur in Mokama Block in the Patna District of Bihar. He pursued a Diploma in civil engineering at the Government Polytechnic, Barauni, Begusarai (1989). He was an active member of the Akhil Bharatiya Vidyarthi Parishad, the RSS’ student wing during his college days. He became a volunteer of Rashtriya Swayamsevak Sangh (RSS) in his formative days. In 1982, he served as Secretary of the Durga Puja Committee, Barh. In 1983, he began his active participation in student politics joining Akhil Bharatiya Vidyarthi Parishad at A.N.S College, Barh. In 1985, he was the President of the Government Polytechnic Muzaffarpur Students Union and Secretary and Executive President of the Bihar Polytechnic Students Union. In 1988, he became the General Secretary of the Unemployed Bihar Junior Engineers Association.

Career

Vijay Kumar Sinha entered politics in 1988. Thereafter, he served in various capacities, General Secretary of the Unemployed Bihar Junior Engineers Association (1988), President of Ward-8 Rajendra Nagar Mandal, Patna Metropolitan City (1988), Vice President of Rajendra Nagar Mandal, Patna Metropolitan BJP (1990), and President of Lok Nayak Mandal, Patna Metropolitan BJP (1992). He became in-charge cum working committee member of Patna metropolis in 1995 and State Council Member, District Lakhisarai, BJP in 1998. From 1999 to 2000, he served as a Member of Nehru Yuva Kendra Bihar. He was the election incharge of BJP, Suryagarh VS, District Lakhisarai during the 2000 Bihar Legislative Assembly election. Other positions that he served before becoming an MLA include State Secretary, Bharatiya Janata Yuva Morcha, Bihar  (2002), State Working Committee Member, BJP, Bihar (2004), State General Secretary, Kisan Morcha, BJP, Bihar (2006). In 2005, the Bihar Assembly elections took place twice since no government could be formed in Bihar in the February election. Bihar was compelled to conduct another round of elections in October–November of the same year. Vijay Kumar Sinha was elected as MLA from Lakhisarai in the February 2005 Bihar Legislative Assembly elections. However, RJD candidate Phulena Singh was elected as MLA from Lakhisarai in the October 2005 Bihar Legislative Assembly election, defeating Sinha by a short margin of 80 votes. In 2009, he was the Regional Incharge (Begusarai, Khagaria) of the BJP of Bihar State, and in 2013, he became the State Spokesperson of the BJP of Bihar State. In 2010, Vijay Kumar Sinha was elected as MLA from Lakhisarai, defeating RJD candidate Fulaina Singh by 59620 votes. In 2013, he was the Chairman of the Sub-Divisional Monitoring Committee, District Lakhisarai.

In 2015, he was elected as MLA from Lakhisarai, defeating Janata Dal (United) candidate Ramanand Mandal by 6,556 votes.  In 2016, he was the President of the Governing Body of Rajeshwar Lal College (R.Lal College), Lakhisarai. On 29 July 2017, he became Minister of Labour Resources, Government of Bihar; he served in this capacity till 16 November 2020. In 2018, he served as Chairman of the monitoring committee of Lakhisarai district. In 2020, he was elected as MLA from Lakhisarai, defeating INC candidate Amaresh Kumar by 10,483 votes. On 25 November 2020, Vijay Kumar Sinha, an NDA candidate, was elected as the Speaker of the Bihar Legislative Assembly through a voice vote amid high drama. The election took place amid chaos after the opposition demanded that it be conducted by secret ballot. Additionally, the Mahagathbandhan, led by the Rashtriya Janata Dal, objected to Chief Minister Nitish Kumar‘s attendance during the vote, citing that he is not a member of the House. The demands were turned down by the Chair, leading to protests by the opposition during which the house had to be adjourned. In the 243-member Assembly, Sinha received 126 votes in favour, while 114 members voted against him, with a total of 240 members participating in the vote.

In March 2021, Sinha was criticized by the Opposition for his inadequate response to the mistreatment of an RJD and a Congress MLA on the premises of the Assembly after the House had passed the Special Armed Police Act. This Act expanded police authority to conduct warrantless searches and arrests, sparking protests from Opposition members. RJD MLAs responded by approaching Sinha’s seat, ripping up documents, and surrounding his office, effectively trapping him inside. The situation escalated to the point where the police had to intervene, physically removing the protesting MLAs, some of whom were forcibly taken away on stretchers. A notable dispute between Sinha and Nitish occurred when Sinha excluded the Chief Minister’s name from the invitations for the Bihar Vidhan Sabha anniversary celebrations in July 2022. According to members of JD(U), this move was one of the triggers for Nitish to end his alliance with the BJP soon after.  On 24 August 2022, Sinha resigned from the post after a 20-month stint in the Chair after a no-confidence motion was moved against him by the then-ruling Mahagathbandhan. On 24 August 2022, he took the role of Leader of the Opposition in Bihar Legislative Assembly. Subsequently, Nitish established the Mahagathbandhan government in collaboration with the RJD and Congress. In a surprising turn, the BJP nominated Sinha as the Leader of Opposition (LoP) on 24 August 2022, ahead of expected choices such as former Deputy CMs Tarkishor Prasad and Renu Devi. Sinha’s selection marked him as the third upper-caste leader chosen by the BJP for this role since 1995, following Yashwant Sinha and Ashwini Kumar Choubey.

Later, he took a vocal stand against the government on issues like the alleged ill-treatment of people from Bihar in Tamil Nadu. The government sent a team of officials to the southern state to look into the allegations and after these were found untrue, demanded an apology from the BJP leader. On 28 January 2024,  Samrat Choudhary and Vijay Kumar Sinha took oath as the new Deputy Chief Ministers of Bihar after CM Nitish Kumar did one of his regular U-turns and joined hands with the BJP once again.
