William McManus, the San Antonio police chief, claimed that the team should have stopped and requested mental health assistance at that time.

According to McManus, “the appropriate response would have been for them to just leave, and we would address it at another time in a way that would not have put Ms. Perez in the situation she found herself in,” according to TPR.

However, no application was made for the Mental Health Unit (MHU), a 20-member, 16-officer unit that handles only mental health-related calls.

The community now questions why she was killed instead of using the resources for the mentally ill that were meant to help her.

According to the lawsuit, the department’s “repeated failure to discipline its officers created a culture of tolerance for inappropriate and unconstitutional use of excessive force.” The family requests payment “in an amount commensurate with the damage caused.”
