Biography/Wiki
He was born on March 25, 1964 into a Christian family in Mattam, Kerala, India. He completed his Master of Arts in Guru Nanak Dev University (GNDU) in Amritsar, Punjab. Franco completed his D.Phil. of Alphonsian Academy in Rome, Italy.
Career
On January 17, 2009, he was appointed Auxiliary Bishop of Delhi. On the same day he was appointed Titular Bishop of Chullu, Azerbaijan. On June 13, 2013, Pope Francis appointed him Bishop of Jalandhar.
Controversy
In June 2018, a nun accused him of rape in Kerala. The nun alleged that Mulakkal raped her 13 times between 2014 and 2016. A complaint was filed under Section 164 of the Indian Code of Criminal Procedure. Three other nuns accused him of sexual misconduct. He temporarily resigned on September 15, 2018.

- Franco has also served as Secretary of the North India Regional Episcopal Conference and has been a consultant to the Pontifical Council for Interreligious Dialogue in Rome, Italy.
- In cases of rape, he was soon acquitted by the Kerala High Court. He did not express his regret: “We now feel that the investigation could be swept under the rug. Even the court is also denying us justice.”
