Harness racing has been a longtime hobby for Richard Finn and numerous other family members. 

According to an obituary, his father, Richard D. (Rick) Finn, 64, of Crete, passed away on May 6, 2023, following a brief fight with Cancer.

The senior Finn started owning Standardbreds in 1983 after having owned or produced 74 horses in his lifetime.

 A picnic, race dedication, and memorial blanket presentation were all part of the celebration of life that took place in Newton at the Jasper County Fairgrounds. 

Later this year, a ceremony will occur on the track at Hawthorne Race Course in Chicago. 

According to Alex Wallner of the Effingham Daily News, who covered the event, Richard Finn was supposed to race on Sunday but not in the first race where his daughter was hurt.

The Effingham County Sheriff’s Office claims that a pace car passed the grandstand during that race and hit Harper with an extended starting gate.

Harper was scheduled to compete in the Little Miss pageant, which took place Tuesday night. 

As Master of Ceremonies Greg Sapp discussed what she had told event planners in advance, her picture lit up the room.

Sapp said her favorite foods were “Grandma Donna’s pancakes,” cheese pizza, and butter noodles. Additionally, Harper loved to sing and dance. 

As her favorite person, she named Grandpa Dean. She wants to be a cheerleader when she grows up, Sapp told the audience.

Harper was taken by A-I Ambulance of Altamont from the accident site on Sunday shortly after 1 pm to the helipad at HSHS St. Anthony’s Memorial Hospital in Effingham.

According to the authorities, ARCH Air Medical then airlifted her to St. Louis Children’s Hospital, where she passed away on Wednesday night.

The Effingham County Sheriff, Paul Kuhns, issued a statement on Thursday afternoon: “We appreciate the public’s assistance and willingness to help in this investigation, and our deepest condolences go out to the Finn family and all of those involved.”

In an interview, Kuhns said the inquiry was “making progress.” Kuhns stated that his agency does not view the matter as a criminal inquiry, adding that the Effingham County State’s Attorney will have the last say.
